Federal Government Of Somalia Launches...

The Federal Government of Somalia (FGS) has launched a three-year national strategy to enhance awareness of key FGS policy agendas and initiatives among the Somali people at a high-level donors conference in the national capital. Known as the National Strategy for Public Awareness 2018-2021, the document will be implemented at the federal and state levels under the guidance of the federal Ministry of Information, Culture and Tourism.
“We expect that this strategy will foster unity and harmony which is good for the socio-economic development of the country. We should be able to resolve our differences through dialogue,” said the federal Minister of Information, Dahir Mahmud Gelle, during the launch on Sunday, which was attended by FGS ministers, officials of five federal member states, United Nations and African Union officials, and members of the diplomatic corps.
Under the plan, the FGS is expected to carry out robust public awareness campaigns in the media and also work closely with community associations to help promote trust between the government and the public on a wide range of issues, including security matters. The federal Minister of Constitutional Affairs, Abdirahman Jibril Hosh, said the strategy will also provide an opportunity to highlight the achievements of the government, while at the same time appealing to the country’s youth to shun violent extremism. “In the end, it will be the responsibility of the Somali people to defeat Al-Shabaab and it is the reason why we are reaching out to the youth. Statistics indicate that about 70 percent of our population is youth, and unless we win their hearts and minds we will not be able to defeat terrorism,” the minister stated.
President Farmajo Flies To Burundi For...

President Mohamed Abdullahi Farmaajo has flown out of the country to Burundi for an official visit on the invitation of his Burundi counterpart, Pierre Nkurunziza. President Farmaajo and Burundi’s President Nkurunziza are scheduled to discuss strengthening and developing relations between the two countries as well as enhancing security cooperation.
Burundi, is one of the African countries contributing to peace and stabilization in Somalia through their troops, which are part of the African Union’s Mission in Somalia (AMISOM) peacekeeping force. The Federal Government of Somalia (FGS) is committed to strengthening its relations with African countries with a view to address the challenges and constraints currently experienced by the Horn of Africa nation.
The AU has separately asked Burundi to reduce its contribution to the peacekeeping force in Somalia by a thousand soldiers under a progressive pull out from the country. he AU made the request through a diplomatic document “note verbale”, requesting that the reduction be completed by February 28. Burundi has the second-largest contingent in AMISOM with 5,400 troops, after Uganda, which has 6,200 men. Other contributing countries are Djibouti, Ethiopia and Kenya.
UN, Somalia Launches Peacebuilding Fund...

The United Nations and Somali Interior Ministry have jointly launched a Peacebuilding Fund (PBF) in Mogadishu, the capital city of Somalia. The PBF projects, which are worth $ 30 million, aim to support the country’s peacebuilding efforts. According to official communication, the Interior Ministry with the help of international partners launched five new projects supported by the UN fund.
In his opening speech during the Monday event, the Interior Minister said that his ministry had made significant progress: “The range of the projects we are launching here today reflect the inter-linked nature of the issues they will address. We must support the reconciliation process within our communities in order to improve the local governance. Equally, we must support those displaced by conflict to find durable solutions as well as those who surrender their arms and reject conflict”.
According to UN, the projects will also address Somalia’s peacebuilding priorities as outlined in the peacebuilding priority plan, the national development plan, the national stabilisation strategy, the Wadajir Framework, and the national reconciliation framework. The UN Secretary-General’s PBF has supported Somalia’s peacebuilding process since 2009. UN says that investments in Somalia’s peacebuilding to date amount to $45 million, of which a record level of $14 million was allocated to five new projects in 2018.

On Saturday the row over a maritime territorial area in the Indian Ocean between Kenya and Somalia escalated after Nairobi decided to cut diplomatic relations with Mogadishu over a claim that the latter had auctioned oil blocks located in a disputed border area.Ambassador Macharia confirmed to The Standard that Kenya’s envoy, Lt Gen (Rtd) Lucas Tumbo, had arrived in Nairobi on Saturday evening. Macharia said Kenya was disappointed that Mogadishu went to London to auction the blocks even before a dispute over the oil blocks, which is at the International Court of Justice is determined.“In diplomacy you don’t assume failure but success. After Envoy Expulsion, Somalia Denies...

Amid a simmering border row with Kenya, that has seen the expulsion of ambassador Mohamoud Ahmed Nur alias Tarzan from the country, Somalia has issued a statement denying the allegations raised against it. The statement was issued on February 17 after a meeting in Mogadishu of top officials including President Mohamed Abdullahi Mohamed Farmajo and Prime Minister Hassan Ali Khayre.
Somalia regretted that Kenya expelled the ambassador without consulting it. Somalia said Kenya instructed the ambassador “to depart” and via Twitter on Sunday, Foreign Affairs Principal Secretary Macharia Kamau wrote, “FYI For the record we did not ‘recall’ our Ambassador nor ‘expel’ Somalia’s We summoned ours for consultations and asked that theirs departs for consultations on their side so that we can resolve this matter with credible and correct information from both sides [sic].”
Somalia’s response was to Kenya’s communication on February 8 on maritime zones presented at the Somalia Oil and Gas Conference on February 7 in London. The country denied that the maps were illegal, saying, “The maps in question depict Somalia’s claimed maritime zones and are entirely consistent with Somalia’s long-standing position, including its claim in the maritime delimitation case with Kenya, currently before the International Court of Justice.”
Somalia’s Ministry of Foreign Affairs and International Cooperation noted that this position reflected its duty to protect its “sovereignty, political independence, territorial integrity and unity”. Regarding allegations that it auctioned oil and gas blocks in Kenya’s maritime territorial area that borders it, the Somalia ministry said it was not doing so and that it did not have any such plans.
Kenya Denies Expelling Somali Envoy

Kenya has denied expelling the Somalia ambassador and recalling its envoy to Mogadishu over a simmering marine territorial dispute. Foreign Affairs Permanent Secretary (PS) Macharia Kamau clarified that Nairobi had only “summoned” Kenya’s envoy to Mogadishu and asked his Somali counterpart to leave for consultations on their side. “We summoned ours for consultations and asked that theirs departs for consultations on their side so that we can resolve this matter with credible and correct information from both sides,” Mr Kamau tweeted.
Kenya and Somalia are locked in a dispute over some 62,000 square miles of the Indian Ocean, believed to be rich in oil and gas deposits.The matter was presented before the International Court of Justice (ICJ) at the The Hague in the Netherlands in April 2014 after dialogue failed. However, the Kenya government was angered by reports that Somalia had on February 7 set for auction oil and gas blocks falling within its maritime territory.
Consequently Nairobi asked the Somalia ambassador, Mr Mohamoud Ahmed Nur alias Tarzan to leave, while summoning its representative to Mogadishu, Lt-Gen (Rtd) Lucas Tumbo. Mr Nur reportedly arrived back home on Sunday morning. The media in Mogadishu reported that the ambassador touched down at the capital’s seafront airport together with Somalia’s First Lady Zeynab Moalim, who was from a visit to Kenya, and Foreign minister Ahmed Issa Awad. Mr
Awad was reportedly on transit in Nairobi, on his return from Sweden. The Somalia media further reported that top Mogadishu officials, including President Mohamed Abdullahi Mohamed Farmajo, Prime Minister Hassan Ali Khayre, were holding a meeting on the diplomatic tiff with Kenya. Mogadishu was expected to issue a statement after the meeting.
How Corruption And Impunity Are Aiding...

As the country struggles with jihadists, two concerns may complicate the counter-terror war and thus force authorities to revisit their strategy: One, the African Union Mission in Somalia (Amisom) is pulling out of Somalia in 2021, and two; the new terrorist is no longer the foreigner but Kenyan.
The planned military drawdown has left experts confused on what next for Somalia and the anti-terrorism war worldwide. For over 10 years, Amisom was a bulwark against terror, but the mission is now exiting without clear plans on how to secure Somalia thereafter. This development is likely to have a huge bearing on regional security. Seemingly, Kenya is yet to remodel its strategy in light of the expected military withdrawal. Kenya is a powerhouse — politically, militarily and economically — in this part of the world. And on paper, it is governed by one of the world’s best counter-terror strategies. So, why is Kenya a sitting target for extremists?
On April 6, 2015, South Africa’s Daily Maverick posed: “Why does Kenya’s counter-terrorism strategy keep failing?” From the outset, it is instructive to disabuse Kenyans of claims that the country is vulnerable owing to its lengthy leaky border with Somalia, and its peacekeeping role in the war-torn country. Nothing could be farther from truth. Kenya’s military contingent to the Amisom is far less than what Ethiopia, Uganda and Burundi each have deployed in the war-torn country.
Ethiopia has 1,640 km of shared border with Somalia; Kenya has just 700km. The problem is the nexus between corruption, impunity, and political patronage in Kenya’s counter-terror strategy. The country is “leaky” because political leaders and security agents have allowed themselves to be driven by selfish interests — not national values. The counter-terror strategy is “porous” because, in practice, it’s haphazard, knee jerk, ad hoc and reactionary. It is haphazard because it is stereotyped against the Somali and Muslim, corruption drives it, reactionary because anti-terror authorities are corrupt and always relapse to slumber until jostled by a blast here and there, and unreasonable because it evades the role of community policing.
Ideally, the public should be the key plank of any counter-terror strategy. Indeed, in Ethiopia, Uganda and Tanzania, community policing is the driving pillar against Al- Shabaab. Local people identify and report suspicious elements within their neighbourhoods. Not in Kenya where, as was evident in the Dusit 2 hotel raid last month, architects of evil easily operate within communities. “The (counter-terror) strategy that Kenya uses to address terrorism (has) still not addressed preventive terrorism measures such as enhanced partnerships between government ,,, and domestic (non-state) actors to counter extremism and radicalisation,” Peter Gauitiku noted in his MA thesis at the Institute of Development Studies, University of Nairobi.
In the dusitD2 2 case, the neighbours of the plotters were suspicious of the strangers but did not alert security personnel. Public participation apart, the legislative architecture of the counter-terror strategy is modelled on the infamous Security Laws (Amendments) Act 2014 whose approach is to serve multiple interests beyond just security: Make money; gain political mileage by emasculating media and Opposition; and deal with the terrorist.
