Obama to attend his sister’s event in...

Former President Barack Obama is visiting his father’s homeland of Kenya before heading to South Africa, where he’ll take part in events honoring Nelson Mandela’s birthday.Obama meets Kenya’s president, Uhuru Kenyatta, and opposition leader Raila Odinga on Sunday before attending the inauguration of a sports and vocational center founded by his sister, Auma Obama, on Monday. The center in Siaya County will provide educational and economic opportunities to help young people serve their communities and shares a similar mission to the former president’s Obama Foundation.“Given that his own mission under the Obama Foundation is to inspire and empower people to change the world, his attendance at this event at our ancestral home, where our father was laid to rest, is of great significance to me,” Auma Obama said last month.Artists painted murals of Obama on the streets of his father’s hometown of Kogelo, while some bars advertised a drink called the “Obama brew.” On Twitter, Kenyans are using hashtags like #Obamareturns and #Obamakaributena, which means ” Obama welcome again” in Swahili. The former president and his sister share a father but have different mothers. The siblings have a close relationship. Auma Obama attended his 2009 inauguration and was a big part of her brother’s 2015 visit to Kenya.During that visit, his sister rode in the presidential limousine after he landed at the airport. She introduced him to a crowd of nearly 5,000 Kenyans waiting to see Obama.South AfricaFrom Kenya, Obama will head to South Africa later in the week to meet with President Cyril Ramaphosa and to speak at an event in honor of the late Nelson Mandela’s birthday in Johannesburg. He’ll also take part in a town hall with 200 new leaders of the Obama Foundation in Africa.“President Obama looks forward to meeting these emerging leaders for the first time, hearing about the extraordinary work they are doing across Africa, and discussing how the Obama Foundation can support their civic leadership development,” said Katie Hill, a spokeswoman for the former president.Source: – CNN

Emirati prince flees to Qatar, exposing...

The defection of an Emirati prince to Qatar has provided a rare glimpse into tensions among the rulers of the United Arab Emirates and added an awkward complication to its feud with Qatar, its regional rival. The prince, Sheikh Rashid bin Hamad al-Sharqi, 31, is the second son of the emir of Fujairah, one of the smaller and less wealthy of the seven monarchies that form the United Arab Emirates. Until recently, he ran Fujairah’s pro-government media operation.Early on the morning of May 16, Sheikh Rashid unexpectedly turned up at the airport in Doha, the capital of Qatar, asking for asylum. He told Qatari officials that he feared for his life because of a dispute with the rulers of Abu Dhabi, the oil-rich city-state that dominates the U.A.E., as Sheikh Rashid and a Qatari close to the ruling family confirmed in interviews.A representative of the Emirati Embassy in Washington declined to comment, and the rulers of Fujairah could not be reached.Sheikh Rashid’s flight to Doha appears to be the first time in the nearly 47-year history of the U.A.E. that a member of one of its seven royal families has publicly criticized its rulers, according to scholars of the region. In an interview with The New York Times, Sheikh Rashid accused Emirati rulers of blackmail and money laundering, though he provided no evidence to support his claim. He also spoke publicly about tensions among the Emirates that were previously discussed only in whispers — notably resentments over Abu Dhabi’s leadership of the U.A.E.’s military intervention in Yemen. The rulers of Abu Dhabi, he charged, did not consult the emirs of the other six Emirates before committing their troops to the war, now three years old, against an Iranian-allied faction in Yemen. But soldiers from smaller emirates, such as Fujairah, have filled the front lines and accounted for most of the war deaths, which Emirati news reports have put at a little more than 100.“There have been more deaths from Fujairah than anywhere else,” Sheikh Rashid said, and he accused Abu Dhabi of hiding the full death toll.He said he decided to give the interview in the hope that public attention to his case would protect his family in Fujairah from pressure by Abu Dhabi, and he appeared to hope that threatening further disclosures might give him leverage against Abu Dhabi as well. “I am the first in a royal family going out of the U.A.E. and telling everything about them,” he said. But his arrival in Doha has also posed a dilemma for Qatar, in part because of uncertainty surrounding Sheikh Rashid’s dispute with Abu Dhabi. The U.A.E. and Saudi Arabia have led a campaign to isolate Qatar, cutting off all diplomatic and trade relations in an effort to pressure the tiny petroleum-rich monarchy to adhere to a common foreign policy and join their crackdown on political Islam. Adding to the pressure, Abu Dhabi has played host to a handful of exiled members of the Qatari royal family, playing up their criticism of the current emir and promoting them as alternative leaders.Qatar, however, has declined to publicly acknowledge Sheikh Rashid’s presence. The Qatari close to the royal family confirmed that Qatar had allowed Sheikh Rashid to stay, but a government spokesman declined repeated requests for comment.Scholars of the region say Qatar is likely to fear escalating its confrontation with the U.A.E. by appearing to sponsor a dissident royal in exile. But the Qatari said the government was also uneasy about the details of Sheikh Rashid’s dispute with Abu Dhabi. In the interview, Sheikh Rashid accused Abu Dhabi intelligence agencies of blackmailing him with the threat of releasing embarrassing videos of a personal nature. He called the videos “fabricated” but he declined to disclose the content of the material, raising the possibility that, if they emerged, the video might embarrass his Qatari hosts as well.Sheikh Rashid also claimed that the intelligence agencies had pressured him to transfer tens of millions of dollars on their behalf to people he did not know in other countries, which would appear to violate Emirati and international laws against money laundering.“They said, ‘send money here’ and ‘send money there’ as part of their agenda,” he said, adding that he had transferred as much as $70 million total to Jordan, Lebanon, Morocco, Egypt and Syria, and as far away as India and Ukraine. He was unable to provide evidence corroborating the accusation, saying that invoices for those transactions remained in Fujairah.By his own account, Sheikh Rashid began refusing further requests this spring when an Emirati intelligence operative brought up his family, the rulers of Fujairah. Sheikh Rashid said he interpreted the operative’s comments to mean that the agencies wanted him to seek to replace his older brother as crown prince.Scholars who study the Persian Gulf said the leaders of the other Emirates had often grumbled privately about Abu Dhabi’s dominance of the U.A.E. and its foreign policy. “It is rare for such elite politics to spill out so publicly in the U.A.E.,” said David B. Roberts, a professor at Kings College London who studies the Persian Gulf.Source: The New York Times

Al-Shabaab Publicly Executes Two Men...

The Al Qaeda-linked Al-Shabaab militants have publicly executed two Somali men accused of murdering a local pastoralist in southern Somalia.
Al-Shabaab has announced the execution which took place in Jilib district in middle Jubba region on Sunday through a statement posted on its affiliated media outlets.
The executed men who were identified as Gabow Yare Ibrahim, 36, and Mohamed Bashir Abdi, 29, have been found guilty of killing Guudle Aden Hassan near Jilib, an Al-Shabab main bastion.
This was the latest in a string of executions in the areas under the militant group Al-Shabab in the south and central Somalia in the past few years.
Somali forces along with their African Union and American allies pushed Al-Shabab swathes of territory in the country, including Mogadishu since 2011 following series of offensives.

Turkey condemned Saturday’s deadly terror attack that killed at least three people in Somalia’s capital of Mogadishu. In a statement, the Foreign Ministry said: “We strongly condemn the terrorist attacks that have taken place today in the capital of Somalia, Mogadishu…”“The timing of the terror attacks — prior to the Somalia Partnership Forum to be held on July 16-17 in Brussels, where recent reforms in the country will be evaluated — aims at undermining the efforts of the Somalia Federal Government and the international community in bringing stability to Somalia,” it added.Turkey will continue “extending its full support to brotherly Somalia, as it has done up until now, in order to attain an environment of peace, tranquillity and development in the country,” the Foreign Ministry said.At least three people were killed — including two al-Shabaab attackers — and several others wounded when a double car bomb blast rocked Mogadishu. The Somali-based insurgent group al-Shabaab claimed responsibility for the attack, saying that its militants had attacked the presidential palace and SYL Hotel.Saturday’s attack comes a week after al-Shabaab attacked Somalia’s Interior Ministry building in Mogadishu, killing at least nine people, including two ministry officials.

Speeding car in Somali capital explodes...

MOGADISHU (Reuters) - A speeding car exploded in the Somali capital Mogadishu on Saturday after it was shot at by police near the president’s residence, a police officer said. “The police suspected the speeding car, fired at it and so it exploded outside the hotels near the presidential palace,” Major Mohamed Hussein told Reuters. It was not immediately clear what the car contained. In past incidents, al Qaeda-linked al Shabaab have used car bombs to target government buildings in the capital. Al Shabaab wants to topple Somalia’s central government, expel the African Union-mandated peace keeping force AMISOM and establish a government based on its own strict interpretation of Islamic sharia law. Against tremendous odds, Abdi Nor Iftin...

“Call Me American” tells of a Somali boy, the son of nomadic herders, who desired to become an American. Save for his love of American movies and pop music, it was far more likely that he would end up in an unmarked grave in his war-torn country. Also, for his undaunted will and persistence in pursuing his dream against extraordinary odds.
The arc of a great story doesn’t get much steeper than that of Abdi Nor Iftin. And Iftin’s memoir is at every turn a great story. It is an inspiration and a reminder, an especially timely one, of how powerful the American dream remains to legions of people across the globe, especially those caught in the grind of religious, political and tribal terror and destruction.
Iftin became known as Abdi American to many in Mogadishu because he could dance and sing and moonwalk like Michael Jackson at parties and weddings – where food was always plentiful for him and his friends, with any extra to be carried home for his mother and siblings. American movies and music also taught him to speak English – which ultimately offered a means of survival in a world that was collapsing around him.
But life hadn’t always been that way.
“My parents spent most of their early marriage walking through the bush with their herds, remembering places by the trees. They walked miles every day into no-man’s territory. No one stopped them or asked who they were,” he writes. “…In some ways the nomadic life is more like life in America than the way Somalis live in cities. In the bush Somali men and women work together, talk freely with each other, and even play games together.”
But drought came, parching the land and killing the herds of the Rahanweyn nomads and others. Iftin’s parents were forced east to seek relief in Mogadishu, along with thousands of other environmental refugees. They arrived in Mogadishu in the wake of their country’s war with Ethiopia, complicated by global interference and greatly compounding the country’s problems. Iftin, his older brother Hassan, and his younger sister Nima were born in the city.
But as terrible as life in Mogadishu was, things were always on the verge of becoming worse. A bloody Somali civil war erupted. When the fighting reached the city in earnest, Iftin’s family fled back into the desert. It was a harrowing journey.
“What nomads do is walk,” Iftin writes… “And so we embark on a walk that I will never forget. For years we called it the walk of death.”Abdi Nor Iftin Photo by Michael Lionstar
Encounters with rebels intensified, with random killings – mostly of men – caught on the road. So Iftin’s father kissed his family goodbye, telling them that they would be safer without him and disappearing into the bush. Though they would encounter one another again over the years, this separation forever changed the family bond. “I am six years old and learning that nowhere in the world is safe.”
Days later, his pregnant mother led the family back toward Mogadishu. “With our brave mom by our side, we will live or die in Mogadishu.” On their return, Iftin’s mother gave birth to a baby girl, who soon died from malnourishment. When her two small brothers dug a grave to bury her, their shovel hit the foot of body that had previously been buried there.
Hassan and Iftin began attending madrassa (Muslim school). They were beaten daily by the cleric for any and all real or imagined infractions. When they weren’t attending classes, the two brothers roamed the streets searching for food and eventually discovered a small makeshift theatre that showed American blockbusters. The first movie the brothers saw was “Commando,” starring Arnold Schwarzenegger. This and other American films fired a dream in Iftin to one day go to America. Arnold Schwarzenegger became his idol, for Schwarzenegger, too, had once dreamed as a boy of going to America.
Again, things worsened, though that hardly seemed possible. But a chance encounter with American journalist Paul Salopek changed the trajectory of Iftin’s life.
Salopek, impressed by Iftin’s command of English, asked him to provide insider reports on life in the war-ravaged city. The reporter used Iftin’s accounts in an article he wrote for Atlantic, which eventually led to Iftin’s reports airing on a public radio show, which, in turn, led to support from American radio listeners. These American friends joined forces to try to help him leave Somalia. Iftin came to refer to them as “Team Iftin.”
Against daunting odds, Iftin eventually made his way to Kenya, where, against even longer odds, he was randomly selected in a lottery for a green card. Eventually, he flew to Boston, where he was met by a radio listener and supporter, Sharon McDonnell and her daughter, Natalya, who took him into their home in Yarmouth.
Iftin’s account reads like a novel. The writing – the memoir was written in conjunction with Max Alexander – is strong. The story has great suspense, strong characterizations, especially of his mother and brother, and deftly reveals the strong attachment to family played against his constant resolve to seek a better life in America. The book is deeply profound and moving.
Early on in Maine, Iftin struggled to find work and a place for himself. For a time he worked as a laborer on a roofing crew. But he came to appreciate that his talents with language once again could be a powerful asset in his survival. Today, Iftin lives in the Portland area and works as an interpreter for refugees and asylum seekers, providing his services at Maine Medical Center and in the courts.
The full story of his account, “Call Me American,” was picked up and published by Alfred A. Knopf. At a Portland book launch at Print: a Bookstore in June, Iftin recounted the travails of his journey and his continued commitment to his family, which remains in Africa. Near the end of his talk to a standing-room only crowd, he remarked that for the people of Somalia, now a failed state, “everything has been destroyed. All we have left are our stories.”Frank O Smith is a Maine writer whose novel, “Dream Singer,” was named a Notable Book of the Year in Literary Fiction in 2014 by Shelf Unbound,” a review magazine. His novel was also a finalist for the Bellwether Prize, created by best-selling novelist Barbara Kingsolver “in support of a literature of social change.” Smith can be reached via his website:frankosmithstories.com

Book Review: Making Refuge: Somali...

Guest post by Yael Schacher, Postdoctoral Fellow at the Institute for Historical Studies, University of Texas at Austin. Her research focuses on US immigration, refugee and asylum policy. She is currently revising her doctoral dissertation, Exceptions to Exclusion: A Prehistory of Asylum in the United States, 1880-1980 for publication. Review of Making Refuge: Somali Bantu Refugees and Lewiston, Maine by Catherine Besteman (Duke University Press, 2016).Making Refuge: Somali Bantu Refugees and Lewiston, Maine by Catherine Besteman is a nuanced study of the immigration of Somali Bantu refugees to Lewiston, Maine between 2005 and 2015. Besteman first met many of the refugees she profiles while doing anthropological fieldwork in the Jubba Valley in Somalia in the late 1980s.  She analyses their evolving conceptions of ethnic identity in response to wartime violence, humanitarian intervention, and neoliberal resettlement programs. Besteman also captures various perspectives of the Somali Bantus— their progressive advocates, town officials, and American neighbours— on the meaning of refuge. Though she does not underestimate American nativism – which has become increasingly visible in the context of the current administration – Besteman’s focus on refugee adaptation and resilience is all the more important in the age of Trump.Besteman devotes the first section of the book to an account of social conditions in Somalia’s Jubba Valley and in refugee camps in Kenya. She argues that although there were clear inequalities and divisions between jareer (hard hair) and jileec (soft) Somalis in the 1980s—a legacy of slavery and colonial labour policies—the arming of Darood clan-members by Siad Barre’s retreating militia in 1991 brought unprecedented violence (including extortion and kidnapping) to the Valley. Thousands of farmers were killed while defending their food reserves and thousands more fled to refugee camps in Kenya. The refugees Besteman profiles spent over a decade in the Dadaab and Kakuma camps, where rape was rampant and where jareer were maltreated by the jileec majority (who controlled paying camp jobs). Besteman argues this maltreatment cemented a particular ethnic identity, as did the development of a United States resettlement program geared towards a discrete group of African refugees deemed as of “particular humanitarian concern” (69). As a result, in 1999 the designation “Somali Bantus” was born; Besteman notes “Somali Bantus seemed to offer a perfect profile of innocent victims whose history resonated with American shame about slavery and pride about the civil rights era” (69).  Besteman argues that the refugees in the camps adopted this identity. Adolescent men who came of age in the camps (and were later to become community leaders in Lewiston [once relocated to the US]) were inspired by their Kenyan teachers, who told them they looked Bantu and taught them the history of Bantu migrations and of their connections to Bantus elsewhere in Africa. Prior to the war, Jubba Valley villagers who carried the jareer label did not speak a common dialect, share a common kinship system, or even subscribe to a common history. But these young men arrived in America with a firm sense of themselves as a persecuted minority requiring Somali Bantu (rather than Somali) representatives. Other refugees in the camps were more instrumental in their narration of victimized Bantu identities during the arduous post 9/11 resettlement vetting process.  Besteman sees this invention of identity as a form of refugee agency “ignored in the scholarly…focus on ‘bare life’ and disempowerment” (79). Once the refugees were in Lewiston, Besteman writes, the salience of Somali Bantu identity came “in and out of focus” depending in part on whether people thought they would “get better services and more resources from claiming that identity or from allying with Somalis” (231).The second and third sections of Besteman’s book are devoted to analysis of settlement and integration of Somali Bantus in Lewiston. This was a secondary settlement: most of Somalis had been officially resettled in other American cities and then relocated to Lewiston, a city distinguished by its low cost of living and safe schools.  Lewiston was also a postindustrial city with an almost completely white population that was struggling economically. The short term federal aid provided to newly resettled refugees did not get transferred to Maine when the Somalis moved there from their initial states of settlement. Lewiston’s city institutions were slow to include Somali Bantus in their programs: a downtown development project denied grant applications by Somali Bantu community groups, hospital staff opposed a one-day-a week clinic for Somali Bantus, and the public school system did not support new programs that targeted only refugee children. This reluctance stemmed from local complaints about refugees getting special treatment. Besteman sees the initial popular and institutional response to the Somali Bantus partly as a product of a “neoliberal definition of refuge” that offers nothing beyond the opportunity for legal border crossing (115, 136-7).  Besteman here provides a much needed extension of the history of American refugee resettlement policy into the contemporary era of a retreating welfare state. Most historical scholarship has focused squarely on the Cold War era when federal aid to refugees was more generous. A product of that Cold War era assistance is a perception that refugees do not come to the United States to work but only to collect welfare (142-154). Besteman shows that beneath complaints by long-time white residents about Somalis draining the city’s resources were prejudiced beliefs that Somalis destroyed their own country and were now coming to destroy the United States. But Besteman also shows that there were “helpers in the neoliberal borderlands” (169) who pushed against prejudice, for a broader definition of refuge, and for considering Somali Bantus as full –fledged community members.  Besteman especially focuses on a downtown shelter that provided food and clothes, an afterschool homework tutoring program, and the implementation of caseworker support. Besteman also shows how exclusive and neoliberal paradigms influenced Somali Bantu adaptations. Adopting a corporate model of community engagement, Lewiston agencies used focus groups. Somali Bantu resented that only select community members were invited to attend these focus groups and there was a lack of free discussion about their concerns at these meetings. Yet young adult Somali Bantus also mastered the competitive grant writing skills necessary to form a youth association with the goal of encouraging the pursuit of education, rather than the falling into poorly paid manual labour in response to pressure to achieve self-sufficiency.Controversies about Somali refugees in Maine are alive today. Many relate to women’s rights. This year state legislators have proposed additional provisions criminalizing female circumcision in Maine, while others claim such laws are unnecessary, counterproductive, and nativist. Besteman does not address this issue, but does discuss efforts of the Somali Bantu youth association to insure that early marriage does not prevent young Somali Bantu women from getting an education. Given Besteman’s assertion that “citizenship status, for the Somali Bantu I know, means the legal right to mobility,” it is not surprising that the Trump administration’s travel ban has evoked concern and protest among Somali Bantu in Maine (284).  In general, though she analyzes the way “blackness” mattered in marking Somali Bantus as foreign in a white city and in the appeal of “popular culture’s black urban ghetto aesthetic” for Somali Bantu boys, Besteman writes very little about religion in this book, which made me wonder about how Islam figures in the making of refuge. There is very little discussion, for example, of the role of religious leaders or institutions in negotiating the neoliberal landscape and rising Islamophobia. Besteman’s focus on the young generation gives the book an optimistic tone, though she acknowledges that nativism was politically ascendant by the end of her study’s time frame.Besteman’s book provides a good overall history of the Somalian civil war, humanitarianism in Kenya, and American resettlement policy while keeping the stories of individual refugees (and some of their supporters) at the forefront.  Perhaps most useful is Besteman’s intimate sense of change over time and place, having known her subjects for decades and been a participant-observer in pre-Civil War Somalia and in contemporary Maine (as she teaches at college there). Besteman’s methodology and analysis will appeal not only to anthropologists, but also to scholars of immigration and ethnic studies.   Any comments about this post? Get in touch with us! From delivering assistance to reducing...

An Op Ed by Justin Brady, the Head of Office, UNOCHA Somalia
There is a proverb that says, “A society grows great when old men plant trees in whose shade they know they shall never sit.” The author of the proverb was underlying the importance of a strong foundation for future generations to build upon. In the past three decades, few such trees have been planted in Somalia, leaving its people as one of the most vulnerable in the world to climactic shocks, that have grown more frequent and severe due to a changing climate.
In the absence of preventative action, Somalia has become synonymous with multi-hundred-million-dollar appeals for humanitarian aid that balloon to more than a billion dollars when drought takes hold.Somalia is at a critical juncture, where it has made true progress on the political and governance fronts, but where these significant, yet fragile, gains have yet to translate into sustainable development. This is mainly due to a lack of strong governmental institutions since the collapse of the state in 1991. Years of conflict and instability have weakened the ability of the Government and humanitarian organizations to provide essential services to people in need.
But in 2017, when Somalia was able to stave off famine, it was evident that the fragile progress made has led to improved conditions for effective action. The collaborative efforts of aid agencies and authorities to fight the famine, was aided by timely and historic levels of support from donors.
This year, contrary to earlier forecasts of a below average Gu rainy season, record levels of rainfall have seen Somalia emerge from a prolonged drought, only to have the pendulum swing in the opposite direction. Flooding affected over 830,000 people, nearly 300,000 of whom were temporarily displaced. The impact of the flooding has crippled the ability of affected families to recover from prolonged drought. An estimated 5.4 million people need assistance.
The protracted conflict in Somalia defines the protection crisis, which is the heart of the humanitarian response in the country. At least 2.6 million Somalis have been displaced, and 1.7 million of those people were displaced between January 2017 and May 2018. Livelihoods have been disrupted across the country, while malnutrition and disease continue to stalk the population and cause mass displacement and disrupt livelihoods.
Meanwhile, the cost of delivering aid in Somalia, like anywhere else in the world, continues to spike. In 2017, donors provided US$1.3 billion for famine prevention, but 44 per cent of the Somali population remains food insecure, with half of them unable to meet their daily food requirements.
Another $1.5 billion is needed to meet their humanitarian needs in 2018. That is not all. Between 2010 and 2017, donors contributed $7 billion towards humanitarian aid. That’s an average of $875 million per year over those eight years.
There is no doubt that this incredible generosity from donors has saved lives, but most of the support was - life saving and not intended to strengthen the ability of disaster-prone communities to respond to and recover from shocks.
Resilience as an idea is not new to humanitarians in Somalia - it has been a standing agenda item since 2012. The initial interventions were aimed at the household level, but the gains in governance and security already mentioned, now open the door for more systemic resilience efforts.
Unfortunately, growing donor interest in resilience has yet to be matched with the resources required to implement it. The Overseas Development Institute (ODI) estimates that, in Somalia, for every $100 spent on humanitarian response, only $0.08 goes towards disaster risk reduction. Put simply, aid is funded to avert humanitarian catastrophes, but not to extricate people from the margins of vulnerability. The persistence of high levels of need is evidence that the humanitarian situation in Somalia cannot be solved just by humanitarian interventions.
While insecurity and other obstacles to development have not been completely eliminated, opportunities now exist to implement longer-term investment strategies and to build-up the country’s resilience to the recurrent shocks that cause so much suffering and undermine development. Recent examples show that doing so improves aid efficiency, increases cost effectiveness and establishes a good starting point for long term development programmes. More importantly, it allows people to fend for themselves with dignity.
During the famine prevention effort in 2017, the Federal Government of Somalia, with support from the United Nations, European Union and World Bank embarked on a process to create a Resilience and Recovery Framework (RRF) to not only make governance and aid systems more resilient to shocks but to also implement efforts to make generations of Somalis famine-proof.
Humanitarian and development partners are ready to cooperate on immediate and long-term solutions to alleviate the impact of the drought and the recent flooding. For example, in areas where humanitarians are responding to severe water shortages like Baidoa in South West State, development partners have provided assistance with drilling boreholes.
If you strip away the emotion and images of children on the brink of death from starvation, there lies a business case for RRF that supports the resilience and long-term development approach. For example, the groups of humanitarian organizations who provide response related to water, sanitation and hygiene (WASH) in Somalia have consistently argued that the cost to provide 20,000 people with water through trucking for one year is $2.8m, which is the same amount needed to set up a water distribution network to provide for the same population, for over a 15-year period with regular maintenance.
Early aid action can save an estimated $220 million on the cost of humanitarian responses over a 15-year period, according to a recent study commissioned by United States Agency for International Development (USAID). The study found that if the avoided income and livestock losses (as a result of early response) was taken into account, an early humanitarian response could save $460 million, or an average of $31 million per year.
When disaster is completely avoided, and would-be-losses are incorporated, programmes that support building resilience could save $595 million, or an average of $40 million per year, according to the study.
On the other hand, a resilience-building intervention, such as strengthening the agricultural system to feed the country’s people, can result in an increase in income of $405 per household per year, reducing the net cost of humanitarian response by an estimated $155 million over 15 years. Ultimately, when early reaction and resilience building interventions are combined, they could save up to $794 million, or an average of $53 million per year.
Similar savings can be found across other humanitarian interventions. However, the funds being spent to truck water or feed a child cannot simply be transferred today to investments without sacrificing those currently in need. The cost of shock-proofing water systems, agricultural improvements, flood mitigation and durable solutions for the internally displaced must be incurred in parallel to humanitarian interventions.
Only when this paradigm shift takes shape, supported with adequate funding and approached with long-term goals in mind, will Somalia plant the trees its people so rightly deserve.

A speeding car exploded in the Somali capital Mogadishu on Saturday after it was shot at by police near the president’s residence, a police officer said.

Somali elder wants to meet Obama

By BRUHAN MAKONGMore by this Author
Mr Mohamed Hassan Mumin, a peace elder from Wajir County who dressed former US President Barack Obama in traditional Somali outfit in 2006, is now seeking to meet him.Yesterday, Mr Obama held talks with President Uhuru Kenyatta and opposition leader Raila Odinga before proceeding to his father's ancestral home in K’Ogelo.During Mr Obama’s visit to Wajir County in 2006, when he was Illinois Senator, Mr Mumin dressed him in traditional attire that comprised a Somali head dress and robe, Barki (traditional pillow) and a walking stick. Images of the occasion were later used by Mr Obama’s opponents to depict him as a radical Muslim whose name was similar to that of Al-Qaeda leader Osama bin laden. This drew mixed reactions from Kenyans, with Wajir County elders demanding an apology from the US government. Mr Mumin was then chairman of Al-Fatah peace group. In an exclusive interview with the Nation, Mr Mumin said previous efforts to meet Mr Obama when he visited the country as US President were unsuccessful. He said he went to the US ambassador’s office in Nairobi but his wishes were not granted.“I blessed Mr Obama when he was a senator and he ended up ruling America for two terms. I now want to bless him to be the leader of peace in global hotspots such as Syria, Palestine, Afghanistan, South Sudan and Somalia,” he said.Mr Mumin is widely credited with bringing to an end bloody inter-clan clashes between Degodia and Ogaden in Wajir in 1993.
